I dont see how unlocking phones will help skype

So you unlock a phone, if it is a GSM phone you still have to use a GSM carrier. Not much use to Skype.

The Copyright Office already demands cell phone unlocking if a person is not under contract. Seems like a moot point.

Works great for calling international, where cell phone carriers charge $$$.

Eg. most carriers charge between $0.10 and $0.20 / minute on calling to Canada.
Landline and VoIP typically have unlimited free calling to Canada

yeah, but unlocking a GSM or CDMA phone doesn't help you or Skype in this manner.

I agree... it just needs a data plan that doesn't filter or kill TOS.

Some "locked" phones prevent you from installing third party software (e.g. the Skype client) on them.
