Some "locked" phones prevent you from installing third party software (e.g. the Skype client) on them.

Works great for calling international, where cell phone carriers charge $$$.
Eg. most carriers charge between $0.10 and $0.20 / minute on calling to Canada.
Landline and VoIP typically have unlimited free calling to Canada

Tulsa, OK | So you unlock a phone, if it is a GSM phone you still have to use a GSM carrier. Not much use to Skype.
