And....I'm back.

Download speed 4.77Mbps; U/L 369Mbps
QOS 85% (normally 99%)
Jitter 5.8ms (getting better)
Packet Loss 0.1%

Called TWC, rep putting blame on router only because I'm the only one reporting issues. I have another router to swap, however it will be much easier to connect PC directly to cable modem to run diags (only I can't call TWC without a router).

I am in Cary, too, and getting normal speeds on my RR connection. Maybe you experienced a transient.
