30K-per-year-millionaire meaning?

I've seen this term listed twice today in regards to Dallas. I think it means people who pretend to be rich but I've never seen this term before and google isn't helping me.

It has to do with people living waaaaaay beyond their financial means. They're pulling down $30K per year but are living like they make $100K b/c they're so over-extended on their credit & leveraged to the hilt.

 Yeah it's actually a club of sorts. People who rent expensive cars to drive out to the club, time shares they pretend to own just to impress people for a day or two, that sort of thing.
