It could be based on a white-list of "legit spammer" IP addresses. (e.g. 123.45.67.89 is ok to let through, but 23.45.6.78 isn't.) There really doesn't need to be anything else to it as far as outside spammers are concerned. Whether or not there is an internal "blue icon" flag is a different story. And any spammer that tries to set a "blue icon" flag from the outside could just be filtered out by Verizon as trying to muck with the system. |
