Just because a program works at the state level doesn't mean it will work at the federal level. Other states should take a look at this program and see if it will work for them. Something that works in Kentucky may not necessarily work in Texas or Maine or Oregon, etc.

Agreed, however at least with this there is some sort of model that these other states can add or take away from. Any potentially positive plan is better than what has been in place in the past.

Yes, I agree, politics kinda works at the local level, sorta works at the state level.

But at the Federal level it's only cooperations making laws to benefit themselves. And if a benevolent law does get passed it's usually totally unrealistic.

You're comparing apples and oranges.

The web was invented by a British guy working at a lab funded by the Swiss and French governments. There is a lot less gruntwork involved in developing a concept like the web than digging holes in the ground, running cables and installing equipment.

Access to the web is either equally robust or those in the Old Line State will be watching it in 'Black and White' while their 'Blue Grass' neighbors will be enjoying HDTV. Ubiquitous bandwidth is to the web what the core is to the apple.

No, the Internet was invented in the US with funding from the US government (DARPA, IIRC). The World Wide Web, which is what pnh102 was talking about:

Where did I say anything about the success or failure of the Connect Kentucky program?

We have plenty of examples that show that simply federalizing a problem is not the same as solving it. No Child Left Behind frequently comes up as proof of this. The NCLB approach tried at the state level has actually worked, but the one-size-fits-all approach taken by the Federal government has caused nothing but grief for school systems.

If you think a state level model (despite whoever touts it-that's nice and theoretical) gets rolled out on a federal level in the same way, I've got some Arizona swampland to sell you...
