Being from Kentucky, I kinda have to be biased toward this. I remember just 5 years ago when I was on dial-up with no relief in sight. Now everyone has either DSL or cable, even the local "hillbillies". I think the plan we used for our state would work well in others, simply because our state is so diverse in geography. We of course have the sprawling areas of nothingness, knobs, mountains, flatlands, rivers, etc, but we also have many urban areas that this plan saw success in. |
