No, the Internet was invented in the US with funding from the US government (DARPA, IIRC). The World Wide Web, which is what pnh102 was talking about:
The web was invented by a British guy working at a lab funded by the Swiss and French governments.
and which is only part of the Internet -- was indeed developed in Europe.
