said by MacLeech  : Being dependant on a SINGLE link in such a network is just plain dumb, especially if it's in a high construction traffic area like that one is. Fiber optic rings with automatic failover have been around for a very long time - in major metropolitan areas. Migrating that ability to every part of the nation, including rural areas is too costly. Especially when an outage can be repaired in a few hours.
So, follow your advice, and the cost of phone calls & internet connections grows ever higher.
