Question

If Qualcomm's 3G Chips are banned from being imported. howcome My AT&T Samsung SYNC Phone, Has a small sticker saying QUAOLCOMM 3G HSDPA on it? Is the ban on the chip its self, i.e, cant import only it, so devices with it in iy ok. Or on anything that has the chip in it? And if so, how the hell did samsung get this phone in the us.
