I thought 4.2.2.1 was Verizon's DNS servers. I also read that isn't it technically illegal to use another providers DNS without permission?

No. They're publicly accessible recursive nameservers. I believe GTEI (now Verizon) provides these to the public as a "best-effort" service, though I'll have to go digging to find the thread I read about it, as it's quite old...
