AT&T banked on U-Verse literally being a last mile technology. The problem is it's only good for about two-thirds of a mile and the average home is closer to two miles from a telco CO. More VRADS and pair bonding will work but at some point the increased costs come too close to doing FTTH in the first place.

U-Verse is specifically designed to be a non-last mile change. If it was it wouldn't use the same copper to the last mile.
