The FCC as future predictor?

The FCC can't even get a handle on the CURRENT state of broadband in the US. This is a group who still thinks broadband being available to a single house in a zip code means the entire zip code is "broadband ready".

So where the hell do they get of stating what will or won't, and what may or may not happen in the future?
