Hmmm error?

I'd be willing to guess that this is the number of connections that exist. As for the total number of people who use the Internet? I'd say triple or even quadruple that number.

This also doesn't take into account the large amount of dial-up users that still exist out there...

hmm, it would be rather interesting to see just how many total Internet (no matter the technology) users there are out there...note, users, not connections...
