Followup: it was a Gateway 700MHz P4, spare for web contact. 70% isopropyl alcohol did the trick. At least it solved the boot problem for the time being. Just long enough to get important data files off. Any further failure will result in repair or replacement, depending on how much time I have free that day.

The cat pee cleaned up pretty good, and the alcohol evaporated fairly cleanly.
