They're probably not breaking the law. This is probably exactly why there hasn't been an official announcement yet -- because obviously even AT&T doesn't know the details of their own offers. From what I read of the original article, it sounds to me like AT&T was required to offer this promo as a result of their BellSouth acquisition... maybe they were only required to extend it to former BellSouth customers.

That is exactly the case.

I think the reason they haven't made an announcement should be obvious.

Edit: Apparently it isn't so obvious, judging from replies....

And anyone want to give odds on how often someone won't be able to get DSL at all because their CO doesn't have enough equipment on hand with no plans to add more??

This doesnt happen as often as the cable companies would lead you to believe.

Its actually pretty rare to have a full CO/RT.

This cannot be true because I am a former Bellsouth customer and they would not let me sign up for it. They told me I would have to keep on paying 24.99/mo for the lite service and that the 10.00/mo service was only being offered to NEW customers. I then asked about having mine cut off and cut back on and they told me that would be a 60 day process. RIGHT!

The Terms state you must not have *any* AT&T/Bellsouth/SBC Broadband for the previous 12 months. Not 60 Days. It is only for new customers, not existing people. Read the details. Thank the FCC.

I READ the letter.
Plus, I checked the URL; I can get the $10 deal and I'm in ex-PacBell area. Folks in ex-PacBell or ex-Nevada Bell areas never knew their ILEC as "BellSouth". They've heard of "SBC".
The letter reads in part:
Within six months of the Merger Closing Date, and continuing for at least 30 months
from the inception of the offer, AT&T/BellSouth will offer to retail consumers in the Wireline
Buildout Area, who have not previously subscribed to AT&T's or BellSouth's ADSL service, a
broadband Internet access service at a speed of up to 768 Kbps at a monthly rate
(exclusive of any applicable taxes and regulatory fees) of $ 10 per month.
The normal meaning of a '/' in English is that it's shorthand for 'or'....
