How is pointing to the webform confirmation? I remember reading that it was only required as a merger condition in the Bellsouh region. I'll have to dig that up.

Nope, I already have DSL so I didn't bother trying. Just got in, so I haven't had time to find that reference. I could be wrong, but I'll try to dig it up.
