well first thing a tech is most likely want to do is improve the signal strength on the downstream,this could be a bad splitter or to many splits |

While this is nearing too strong, there's really no need to attenuate it.
Modems work fine directly off the tap with signal levels around +15-20 dBmV DSPwr, +25-35 dBmV USPwr. |
