FIOS as the fastest in states that don't have FIOS? My guess would be SOME places do, even if it's just a VZ Test site. And they just took the FCC accounting of broadband to the state level, rather than zip code.
I haven't read the article, but based on my client's experiences getting FIOS installed, I would guess that is the reason their DSL beat them somewhere.
