No you misread it.

Verizon Wireless , is owned by VZ and Vodaphone. 62% and 38%.

I said this would happen a year or so ago. VZ will purchase as much of VZW as possible. As long as they remain separate entities VZ can hold VZW and use VZW profits to pad their bottom line while rolling out FIOS.

Beautiful play by Ivan if they get the ok. Truly a smart man.

As did you - 38% is the ownership that Vodaphone would still have if they sold off $10 billion of VZW to VZ. According to the article, currently VZ has a 55% stake in VZW; that means Vodaphone currently owns 45%.
