Actually, AT&T could probably get away with billing the service as unlimited without actually cracking down on people. EDGE is so slow (80kbps, I don't know how they made up 200kpbs) that there is no way most users will reach any limit. Even if a user is on the data connection continuously, the worst they will do is download about 25MB to 26MB a month. This assumes 80kbps as the speed, 86400 seconds in a day, 30 days in a month, 8 bits in a byte and 1048576 bytes to a megabyte.
What is that, the ONE YouTube video they are touting in their commercial?

"This is YouTube on your phone. It'll take a month to buffer before you can watch it, but it'll eventually come in."
