The average house gets a new owner every 5 yrs, so the idea that a new owner might want to do something different is reasonable(from the owners standpoint). But why Verizon wouldn't want to cut the copper and force Fios on a new owner is beyond me. Unless they think that by cutting the copper connection they would lose the business altogether to a cable company if the new owner just wanted CHEAP POTS service and nothing more.
