Sounds like the shaw cable snailskis..
I do not know who was first but I agree that they are basically the same type of commercial and dialog (just using snails or turtles). I am in the NYC area and I've seen the Slowskys ads here for at least 6 months and I've gotten a laugh out of them. Our local DSL provider is Verizon.
