Automatic meter reading (AMR) was around before BPL became mainstream; they use low-bandwidth PLC or wireless to do it. PLC is better than BPL because it doesn't need repeaters and it doesn't have the interference problems of BPL. AMR can use BPL, but BPL is not a requirement for AMR and arguably the utility industry could be doing other services with PLC if desired.
