After all, imagine the loss to publishers if Mother Goose nursery rhymes are read over the phone instead of those parents buying the book. Or tech-support types from reading (outloud) from the user manual. Nope, nope, nope... I'm very sorry sir, you must first purchase a copy of the manual and prove to me that you did and then we can read it together.
I can see it now: Telephone Operator (Lily Tomlinson) will listen in on every call and interrupt: Oh, gracious me (snort)... you can't say that on the phone, I'm sure I read that in a book.... What? oh really? Well the gub-mint says I can cut your service off.
And then, how about closing all those libraries that blatently encourage the sharing of copyrighted material? Are publishers outraged? And movie distributors? I can borrow a DVD movie from my library... no fee. Quick! Notify the thought police!
What's this country coming to? Sheesh...
This reminds me of little more than the government putting on a deception, er magic show. We'll distract the people with nonsense in this hand, while we really screw them blind with policies created by this other hand.
