My experience with using Vonage over my Comcast connection has also proven to be less than satisfactory. The dropout has been less severe than yours, just an occasional word or syllable dropping out rather like a crappy cell phone connection.
On the other hand, if I use my Covad DSL connection for Vonage I get ISDN voice quality. My own tests show that my Comcast problem is with erratic propagation delays (AKA jitter) and packet discards, which does not happen on my Covad DSL connection. As severe as your problems are, you may wish to consider getting a DSL connection.
You may wish to go to »testyourvoip.com/ and/or »myvoipspeed.visualware.com/ for an analysis of your connection.
EDIT: here are sample results from »testyourvoip.com/ for my Comcast and Covad connections.
