www.usacsp.com takes us to "USA Telephone". The pages tell us they are "a United Systems Access Brand" which, according to Yahoo is a company which "focused on the acquisition and management of young or ailing companies that exhibit growth potential" BINGO. They buy up failing telecom companies.
