There simply was no incentive for the "majors" to do it. Even in France it only makes sense for CLEC-FTTH -- in special dense areas. Unbundling would stop nobody from making money in Manhattan NY. I don't know how big Manhattan KS is, but Overland Park KS would be big enough. Even though Unbundling wouldn't hurt bottom lines in Manhattan NY, Big Internet is actively opposing it, which would put you and them on opposite sides of the issue.
