I remember living in Penna. in 1996 and seeing the Bell Atlantic ads claiming that they were "fostering competition" in the state. My first thought is... why would they want to shoot themselves in the foot?
As long as the same company that sells the service owns the infrastructure, you will never get line sharing to work, ever.
