It is VoicePulse's official policy (as stated in many places on their website) that the local plan charges $.039/minute for any forwarded call, including network unavailable forwarding.  I've confirmed this in writing and by phone with VoicePulse.<br><br>That said, some folks appear not to be charged while others are.  I don't understand the logic.  If I did, I'd downgrade to the local plan.]]></description>
