I think it is safe to say that those numbers (may) improve as the current cellular contracts of current and future iPhone buyers come to and end. Those numbers dont include purchases made directly from Apple.

But it could also be any of the following:
1. People arent willing to pay that much the iPhone
2. Don't wanna be stuck with AT&T
3. Afraid of the all in one device scenario
