That is a good question, and ours are locked down except for a few special people who need access due to that type of work performed. One of our guys installed a P2P package for business reasons (testing out various ways to do business with a contractor which involves massive file transfers with accountability), and the next day the FBI was sitting at his desk asking what he was doing.
I think that there is more to the story above than what we are seeing.
