15 days to install?

I recently moved to Houston from Ohio. After being far from pleased with my cable provider's quality of service I decided to check out DSL. Oplink boasted the highest rating in Houston so I figured that I should give them a try. However, things were delayed because AT&T didn't turn our phone line on in a timely manner. After waiting a few days we called today and were told that the package would ship out today and we should have it Monday. Three hours later they called back and gave us this line about never having a customer in out apartment complex and having to get permission from AT&T and they wont be able to process the order for 15 days. Where is the great service I have read about? This delay seems unnecessary.

This problem happens rarely from time to time. ATT is upgrading the infrastructure around Houston and installing new Remote Terminals to bring the DSL signal source closer to the client. We have fiber optic links to all RT's except the newest ones that we are unaware of. When a customer orders service and is in a brand new RT area, we have to establish a data path to that RT before we can serve any customers whose phone lines go to it. Once we have the link established, we can provide to the entire area without delay. Unfortunately it takes about 12 days to establish the initial link.
