p2p protocol speed testing tools

You know what I think would be neat? A tool that tests the speeds you're getting over a p2p protocol in much the same way there are testing tools for measuring speed over the http protocol.

Something that would be an infallible test of whether there's any protocol-based throttling going on, by sending dummy packets of data using the protocol you select and sent to specified open ports on your computer. It would probably have to be a standalone application instead of the flash-based http speed tests you see everywhere, since I don't think flash would be able to send back data over anything other than port 80.. I've never come across a tool like this, but was hoping maybe one of you have?
