| reply to Karl Bode The so called Carter phone provisions will only apply to 22 mhz of the spectrum, plus, apparently, there are ways to get around even those requirements.
The best consumers can hope for is in 5 years that there *might* be some regulatory pressure to open devices. *Might*.
