Problem was all of the spools of copper were ordered months in advance, so the local BS yards were getting stacked with inventory.
After the merger was approved and they drew down the inventory, many spools were discovered missing. The thieves had simply drove into the supply yards and loaded up. Since they were stacked up so high, no one missed them until much later.
