Theft of copper phone lines expedites fiber upgrades.

There's a positive effect of theft of copper phone lines, it will expedite replacement with fibre or with wireless. If the phone company just replaces it with copper, they're the fool. After the fibre or wireless "upgrade" the phone company will be able to sell more telecommunication services.
