My Time Warner (NY/10011) cable (non digital) converter box, when I turn it on, says E5
And won't change channels.

| Quick check:
Have you unplugged and waited a few seconds then replugged back in to see if can reset?
If that does not work can you access the cable going into box and try connecting that straight to t.v.
If, after hooking straight w/o box and have NO cable will need additional help possible trouble call setup.
When connected to t.v. and YES get cable then can swap box out at nearest/convenient payment center.
