Empty building may still have power

We had an incident like this in MD. Fire department called due to smoke coming from building that has been empty for over 10 years. Upon entering they found victim (culprit) smoldering. There were indications that he had tried to cut the copper wiring thinking that the building had no electricity running to the circuit box.
