Have certain numbers for known EMT, etc. put on the priority list along with calls such as 911 which bump the oldest non-priority call off the network, then have a queue for those just trying to make a call. Have the phone display "in queue: 54/2635". The lower the number, the closer you are to your call. Perhaps also have a way in implement a maximum call length for non-priority calls, like five minutes or so; just long enough to make sure everyone is okay, and then get off the network.
I'm just rambling, none of this is supposed to make perfect sense or even be a good idea. -- There's no place like ::1. |
