This was a requirement by the FCC. This was supposed to interact with the cell tower computer system to kick off low priority users when the cell tower was nearing its max number of users.
There was a form doctors, EMP's Police, Fire Fighters etc. could submit to the cell company to have their cell phone priority set according to FCC guidelines.
