As for the cellphone networks, perhaps if they haven't already considered it, they should ask the volunteers with the amateur radio community to fill in the communications problem. We are always ready when asked, and practice emergency communications drills for such disasters. The "ham radios" that everyone says are ancient, won't work, and should have been relegated to the trash bin, will work when the high tech digital phone networks are overloaded or are disrupted by some sort of disaster.
