Cell phones should be treated as emergency infrastructure.

It really comes down to that. Cell phones have become too essential in crises to do without. We need rules to establish minimum acceptable overlap in the event of tower loss, and greatly increase peak call capacity to handle overloads. Obviously there will be some circumstances where they still won't work, but this sort of thing doesn't have to be one of them. The police shouldn't have to say "Don't try to call your family, we need the phones."
