North Royalton, OH		 The people who cut the fiber probably didnt know it wasnt copper until after they cut it, especially if it was inside a conduit under a bridge.

Dayton, OH		 At the original story, in the comments, someone did say there's copper in those lines but a very small amount. As you say though, it's "wire" and normally safe to assume copper or aluminum.
