The batteries were likely there so that if the power goes out, your phone doesn't also die
Those kinda boxes are usually small and self contained, so it wouldn't make sense to move the batteries elsewhere outside of it.

Note: I've never seen the inside of any of those and I dont work for a phone company, so this is just my 2 cents and a little logical reasoning.
