Also, is there anything showing up in the Event Viewer logs that may give an indication of your problems?

Also, can you check the following registry key:

HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\HTTP

In the right-hand window check that the values are the same as in my screenshot.
