Believe it or not, Qwest likes to wholesale their services as well as retail. Easy money, fewer company employees to pay.

Qwest talked about this very briefly in their ISP conference call a week ago. The first iteration didn't allow competitive ISP's on the network, future ones are supposed to.

I was surprised to hear that Qwest is going to let 3rd party ISP's on the network now that the RBOC's aren't required to let competitors use their DSL services.
