I've done some subcontracting for some gov't agencies that weren't even able to share files across the room. They had been relegated to manually duplicating things or relying on sneaker-net on the few pc's with active floppy drives.

Ill go with the pure incompetence, coupled with more ulterior motives for 200 Alex.

Oh, wait a minute... Is a security concern just a picked up reason to shut P2P down? It seems to me...
The admins are too over worked and / or there is too much red tape to be able to lock things down.
