| This might be a good idea.... I don't download that much a month, so that may sway my opinion on this...
Anyway, a cap and then a way to exceed the cap if you so choose is actually a good idea. Well, a good idea if it is meant to calm some of the bandwidth hogs.
My only concern is when the average user is downloading more than 100GB monthly on average then the cap should increase and their network should have been previously upgraded to handle it.
If this is a way for the ISP delay a needed upgrade then I think it's a terrible plan...
