Why is it useless? Why assume that people buy high speed connections to keep them maxxed out 24 hours a day? Speed of transfer doesn't need to have a constant relationship to amount transferred.

Granted there has to be some reasonable relationship between the two. For example a 10mb connection with 5GB monthly transfer would be useless. Still there are probably people who would like the speed without necessarily wanting to use it 24/7.

For example someone wanting to download a linux iso might be able to do it in 10 min with this connection vs. 1 1/2 hours with a slow dsl connection. Such a person could do something like this well over 100 times a month with a 100GB cap. Is this useless? Not for everyone. Some people don't use the connection constantly but want the speed when they do use it.
